This PR adds some type annotations using autotyping.
We're not currently running mypy in CI (it was accidentally dropped when switching over from CircleCI), but this change only increases the error count by 16 from 1232 to 1248, so I think this is fine.
The next steps would be to fix the mypy errors and restore mypy to our CI run.
